The Research Of The Implementation Model Of The Government-funded Projects Construction Standard

The function of the standard implementing management system is to make sure the government's goal of adopting construction standards, confirm each party's responsibility and obligation as well as the methods and procedures of carrying out standard management and provide supports. The current system has various problems due to its unsound each party- coordination system and the system of call to account as well as the lack of estimation system following the construction. Therefore, it is significant to carry out the research of the implementation of the project standards.The pager analyses the history and current situation of the implementation of the engineering projects standards that are invested by governments in China and the developed countries. It works over the implementation of the government-funded projects ' standard management process and defines each part's responsibility and obligation. It works out the standards implementation and control procedures for the stage of project- decision, construction preparation, designing, construction and completion as well as acceptance. The paper also proposes several proposals on perfecting the above system, i.e. building and perfecting the relevant laws and regulation systems, carrying out the standards for the government to invest the projects and the system of looking into the responsibility of each party, setting up the system of acceptance, information notice and the system of tracing the auditing activities during the whole process of government investment.
