Research On The Implementation Performance Of Village And Town Construction Standards Evaluation

The implementation performance evaluation of Villages and towns constructionstandard is an important issue for the development of China’s urbanization, whether thevillage and town construction standards can be implemented effectively and accuratelyis directly related to the normal life and production of the residents of towns andvillages. Towns and villages covering a wide range, a large number of people live inthere, so the implementation of the construction standards not only affect the economicdevelopment but also related to social stability and harmony. The effectiveimplementation of the Villages and towns construction standard play an importantguiding role. A scientific and rational standard can promote the efficient use ofresources, reduce losses and improve market efficiency and interactivity, at the sametime can promote the towns and villages economic and social development actively andeffectively.At present, there is no mature method and complete system can be used to evaluatethe implementation performance of Villages and towns construction standard, thereforimplement performance of Villages and towns construction standards can not becalculated scientifily. Evaluate the implementation performance of Villages and townsconstruction standard have guiding effect, the implementation performance of Villagesand towns construction standard can check the implementation result of Villages andtowns construction standards timely and dynamicly, adjust Villages and townsconstruction standards according to the results of the evaluation timely, it will help tostandardize Villages and towns construction activities. In this paper, analysis the scopeof villages and towns construction standards, and define the concept of villages andtowns construction standards, analysis the exsit problem during the implementation ofvillages and towns construction standards in our country. On this basis, put forward thenecessity of evaluation the performance of villages and towns standard, the village andthe village construction standards implementation performance are defined, at the sametime by using PDCA cycle analysis the influencing factors of rural constructionstandards implementation performance.In this paper combining with the implementation characteristics of our countryvillages and towns construction standards, select the indicators which can measure theimplementation performance of villages and towns construction standards, buildevaluation index system which can evaluate implementation performance of towns andvillages standards. Construction standards for villages and towns is a have a lot ofunknown information, based on BP neural network build villages and towns construction standards implementation performance evaluation model, using theselected evaluation index to evaluate the implementing performance of villages andtowns construction standards, according to the implementation of the performanceevaluation results and the expected effect, this paper compares and analyzes judgevillage construction standards implementation performance of actual status.Based on the analysis of villages and towns construction standard implementationprocess, build evaluation index system and evaluation model take town planningstandards for the study, data collected through the questionnaire method, the design ofthe input layer of the neural network, the hidden layerand output layer, use theMATLAB7.0build a neural network model and solving analysis solution results, studythe changing trends. According to the results of empirical research, analysis of townplanning standard implementation of performance, standard implementation ofperformance measures proposed targeted improvement of villages and towns, in order toachieve the effective implementation of the standard of villages and towns.
