Research Of Non-Profitable Government-funded Projects Construction Agent System

Along with the deep effect of investment system reform and project management system reform, in order to fully utilize the techniques and management experience of social professionalized organizations, improve the management capability and investment benefit of non-profitable government-funded projects, Construction Agent System (CAS) gets more and more attention in publich as a construction management mode of non-profitable projects contributed by the government. In recent years, many provinces and municipalities have experiment on GPAA. They accumulated lots of practical experience and worked out related regulation systems successfully."Decision on Investment System Reform" issued by State Department in July 2004 stipulated that: reinforce the construction management of government-funded projects, improve construction implementation mode, carry out CAS on non-profitable projects contributed by government, that is, through bidding process, choose professionalized project management unit to take charge of construction implementation, strictly control project investment, quality and construction duration, and hand over to users after completion and acceptance checking."This thesis firstly analyzes the traditional management mode and its abuses of non-profitable projects contributed by government roundly and deeply; it unveils that the reason of abuses existing comes from two sides. One is non-profitable government contributed project's uncertain property right. Another one side is information dissymmetry and internal control problem of traditional management mode. Secondly, integrating the viewpoints from the theoretical field and the regulation systems of experimental areas, it defines the meaning and application scope of CAS, summarizes the nature and features, and propounds that the theory bases of CAS are project management theory. On this basis, it summarizes the experimental result and problems of CAS. Lastly, it analyses the current CAS problems of mode, expense and performance evaluation based on Shanghai CAS case, then suggest that we should work on four aspects for further carrying out CAS: legal system construction, perfection of basic contents, building a restriction and inspiring system and enhancing the auxiliary measures.
