Study On Performance Evaluation Of The Implementation Of Construction Agent System Of The Government-funded Projects Based On TOPSIS

Government investment is an important means of macroeconomic regulation andcontrolling and a key way of implementing government’s economical management functions.Currently, China is in the rapid development stage of economy and society. Governmentinvestment has a great percentage in the whole national economic investment, which focusprimarily on the infrastructure construction. With the progressive establishment of socialistmarket economy system and influence of the diversified sources of investment, diversifiedinvestment channels and diversified funding mode, etc, brought by China joined in the WTOand the government-funded projects’ long-standing issues such as over investment, overbudget, over scale together called three excesses phenomenon, the government’soffside, absent, dislocation problems and the lacking of specialization andstandardization management and so on, the government-funded projects continuously usedinvestment, construction, management, use four-in-one management mode is facing hugeimpact and great challenge.In July2004, Decision of the State Council on Reforming the Investment System(hereinafter referred to as Decision) clearly puts forward the suggestion of speeding up theimplementation of construction agent system among non-operational government-fundedprojects, and requires to explore positively and build a new professional and socializationgovernment-funded projects management mode, which is compatible with socialist marketeconomy system and investment, construction, management, use separated andmarket-oriented. The issue of decision is a major reform and innovation of the nationgovernment-funded projects’ management mode, providing policy basis for the promotionand implementation of construction-agent system among government-funded projects. Thedecision has issued for nearly ten years, however, we still use the common post evaluationmethod to assess the projects which applied the construction agent system and a dedicatedperformance evaluation system has not yet set up. Therefore, this paper attempts to divide thewhole construction agent process into preliminary stage and construction stage and subdivideaccording to job responsibilities for each stage, from quality, cost, and time three aspectscombined with customer satisfaction to build performance evaluation index. In line withperformance evaluation strategic target, from finance, customer satisfaction, internaloperational processes and study and innovation four aspects to form a multiple performanceevaluation system for the evaluation and consideration of performance evaluation of theimplementation of construction agent system of the government-funded projects. At last, byapplying TOPSIS method to have a empirical test on the performance evaluation system andcome to the conclusion, in order to provide effective reference for the implementation ofconstruction agent system.
