With the faster global economic integration, banking businesses have been expanding themselves in scope and scale. Consequently, the operational risk becomes an imperative problem to commercial banks. A series of loss affair from the operational risk stocks international finance. The risk management were valued and enhanced by the commercial bank. Risk of management level have get gradually improve. Basel Committee stipulated in Base II (June, 2004) that the operational risk should be covered and a proportion of capital must be set side for the purpose of its prevention. Domestic banks are facing the same problem. To the surprise of the banking, a series of serious incidences of monetary cases occurred, a lot of sum being involved. It becomes heavy burden of the bank development to result in bad the property. How effectively against to the risk is not only commercial bank but also the healthy development of the banking .It is movement of national economy.This article, based on the China Construction Bank of Jilin province has been cases, defines and interprets in terms of personnel quality, internal manage, technology lag and internal audit factory analyzes the problem of the operation risk management. Base on the foreign advanced commercial bank and successful experience and science frame, analyzed problem and blemish that operation risk management process. Finally, we put forward to set up suggestion of operation risk management, from the person's management, system construction, operation risk management system and the management process, the effect management of mechanism quantity. Therefore we arriving at the goal of management of operation risk and make the commercial banks more competitive.
