With the continuous development of China economic level, the role of financialinstitutions in the development of economy is highlighted ceaselessly, bank as animportant part of financial institutions, promotion of economic development and thepromotion of the role can not be ignored. In addition to the scale and benefit of thebank itself for the economy with the development of China economic level, bankshave become the cornerstone of the national economy, said simply engaged in socialproduction and construction funds mostly come from bank loans, the banks of thefinancing channels and irreplaceable important function in the development ofnational economy, its financing as the media, is also very important for otherenterprise funds financing.Special business banks operating as currency, its risk is inherent, real time exists,types of risks and face are diverse, significant developments in global finance today,economic globalization makes financial deregulation, the original decentralizedfinancial market integration into a unified and complex network system. Which is adirect consequence of the risks facing banks intensified, the bank is an industrymanaging risk, risk management is the eternal theme of the banking industry. Theoperational risk is credit risk, market risk and tied the three one risk. Operational riskmay trigger and amplify the credit or market risk. Operational risk and credit risk,market risk, there are intertwined and interdependent symbiotic relationship. Cannotbe viewed in isolation between the operational risk, operational risk and market risk,operational risk in between the increasing with the increasing of the credit risk, aswell as a variety of operational risk between each other, there are close relations. Three types of risk both have difference and close contact, mutual transformation,such as operational risk brings reputation risk and liquidity risk, even enlarge thecredit risk and market risk, the probability of the occurrence of liquidity tighteningoperation risk will increase. In our country, the commercial banks that have largeamounts of bad loans, is generally believed that the credit risk is the main risk facedby commercial banks. Undeniable, the credit risk occupies a very important positionin China’s commercial banks. However, if not accurate recognition of China’scommercial banks risk characteristics, it is not possible to seize the maincontradiction of risk management, we can not really control the risk. Any loss eventsare not a single risk. Credit loss is not only by the credit risk caused by. A largenumber of cases shows that credit losses, credit loss is due to the credit process keypersonnel are not due diligence, fraud, human loans, illegal operations, internalcontrol system is not strict and so on caused by. According to a survey, about50%ofoperational risk events happened in the credit position. Operational risk caused by alarge extent and enlarge the credit risk. Therefore, it must be operational riskmanagement as the key, we must strengthen the basic management and internalcontrol system construction, to guard against the operation risk.This paper is divided into four parts. The first part is an introduction, describesthe background and significance of this paper and the research method and structure.The second part, on the existence of Jilin branch of China Construction Bank counteroperation status and counter the risk management of the operational risk managementproblems are discussed. The third part, the analysis of the causes of operational riskexists in Jilin branch of China Construction Bank counter business of. The fourth part,Jilin branch of China Construction Bank counter operational risk managementoptimization strategies.
