Banking is engaged in high risk industry, whether it will prevent, control or manage risks effectively, is directly related to the survival and development of a commercial bank. Over the years, the risk management system of commercial banks pay much more attention on credit risk and market risk management than that on operational risk management. Since the 1990s, with the globalization of financial markets, the rich of financial products and updates financial technology, with the growing complexity of the commercial bank management process, a lot of significant operational risk loss events occurred, e.g. Barings Bank and Societe Generale events, therefore operational risk attracts wider attention and higher priority by banking,regulators and scholars, because whether it can effectively prevent and manage the operational risk is directly related to the healthy development of the commercial banks. In recent years, Chinese commercial banks are showing gradual accumulation and concentration of exposure of operational risk, facing such a serious situation, although Shandong Province Branch of China Construction Bank actively promotes the operational risk management practices, and has received positive results, there is still a huge gap, compared with the internationally active banks. In this context, by studying operational risk management in Shandong Province Branch of CCB, the author explored solutions for Provincial Branches of commercial banks on how to prevent and manage operational risk, this can not only promote Shandong Province branch of CCB and other large domestic commercial banks to strengthen and improve the operational risk management, but also share important significance to expanding operational risk theory of our commercial banking.In this paper, taking the operational risk management in Shandong Province Branch of CCB as a research object, synthetically use the Engineering management, systems management and comprehensive risk management theory, adopting investigation, literature study, empirical analysis and normative analysis, qualitative analysis and quantitative analysis and so on, the author reviewed the research results of operational risk management of domestic and international commercial banks at first. Secondly, according to the basic theory of operational risk, the author outlined the definitions and classifications of domestic and international commercial banks, and analyzed the main features of operational risk the point of view of the relationship between operational risk, credit risk and market risk, and also analyzed the main characteristics presented recently in domestic commercial banks,which furthered the need of the topic research. In this paper, the author introduced the operational risk management experience in international active commercial banks, including the stages of development ,the organizational structure, the managerial processes and the environment. Then, contacted with practical work experience and based on in-depth investigation, the author analyzed the characteristics and management of operational risk in Shandong Province Branch of CCB, raised the main problems, such as the imperfection of organizational structure,the blocks in information transition, the defects in managerial processes and so on.finally,put forward perfect proposals on operational risk management in Shandong Province Branch of CCB,from three aspects: organizational structure, managerial processes and environment.This article focuses on the following aspects of innovative research: first the design of a Independent commercial bank operational risk organization and a Matrix information response and transmission mechanism.second, raised a differentiated operational risk-control mechanism in commercial banks.Third, built a key risk indicators (KRI) system and the monitoring of key risk points for the core of the operational risk control mechanism.Fourth, explored the culture of risk management and internal control systems of commercial banks as the main factor in operational risk management environment.Through the above study, it formed an operational risk management frame with the features of realistic, workable and essential elements, this will not only contribute to reinforcing and perfecting the operational risk management of Shandong Province Branch of CCB, but also contribute to boosting operational risk management practice for other large domestic commercial banks, and will also enrich the theoretical study of operational risk in domestic commercial banks.
