At the Age of the Knowledge Economy, human resources of science and technology is an indispensable and most important factor in developing the Knowledge Economy, so it becomes a major means that vigorous efforts and administration should be made to improve the overall national strength and to participate in international competitions. As the market competition becomes more and more intense, contending for human resources of science and technology especially high-end technological human resources between countries are becoming fiercer. It turns into be a considerable strategic issue of how to hold an army with more competitive power of human resources of science and technology and to utmost achieves its potential in the process of developing our economy. Against this background, studying the motivation mechanism has extremely important strategic meaning, not only to elevate core competitiveness and to win lasting competitive advantage for the organization, but also to build an innovative country, to improve self-innovation ability, and to achieve the strategy of promoting sustainable social and economic development.The article adopts methods such as researching in documentation, combining qualitative analysis with quantitative analysis, intergrading theory with practice etc. In the train of thought, the article first places selective emphasis on analyzing the popular motivation theories and the primary theories of human resources of science and technology, it tries to point out the importance of effective motivation to domestic science and human resources, then by analysis and comparison of current situation of motivation of human resources of science and technology home and abroad nowadays, the article indicates its achievements and prominent problems. On this ground, the article brings forward some advices and countermeasures for domestic enterprises.The article is divided into five parts. The first part of the article introduces its research background, purposes and meanings, the current research situation home and abroad, and the basic methods and the train of thought of the research. The second part mainly elaborates on the current popular motivation theories of management science and its developing trend. The third part mainly narrates the primary principles of human resources of science and technology, and points out their relations and differences through relating the basic connotations of normal human resources and technological human resources. The fourth part indicates the achievements and some problems by analyzing and comparing the situations of technological human resources home and abroad, and deeply analyzing its effectiveness of domestic technological human resources. The fifth part mainly analyzes the motivation mechanisms of technological human resources, beginning with the connotations of the motivation mechanisms, its roles and principles, the article expatiates on which ways the home enterprises adopt to motivate effectively to human resources of science and technology.Study shows all these are main causes that domestic enterprises affect the motivation effectiveness of technological human resources, whether the management systems of domestic enterprises are normative, or how the situations of demands of employees are, or whether the substances and occasions of motivation mechanisms are reasonable, or whether the conduct directions of administrators are right and so on. So enterprises should start to standardize their inner administration systems, establish scientific motivation mechanisms, build up right management consciousness, select proper motivation patterns after completely investigating and analyzing the requirements of employees, these methods will guarantee to improve the effectiveness of technological human resources.
