Human resources of science and technology are actually engaged in or have potential to engage in systematic production of scientific and technical knowledge, development, dissemination and application activities of human resources, includes both scientific and technological activities, or actually engaged in the workforce for Science and Technology, but also include talents after graduated that did not engage in science and technology activities or technology professional workforce. Regional competitiveness of science and technology human resources is to determine the level of a country or region; it also is an important factor in development of strength. With the development of China's economy, science and technology human resources play an important role in the process of increasing economic and social development, and gradually become the core of competitiveness. The competitiveness of science and technology human resources highly is concerned at home and abroad, to scholars make an intensive study of human resources in science and technology competitiveness, so that increase the level of local technology. Based on this reality, this article focuses on the evaluation that the competitiveness of Heilongjiang provincial science and technology human resources.This article researched the competitiveness of the science and technology human resources in Heilongjiang Province, based on the latest index system of science and technology human resource competitiveness at home and abroad, and I use the rough set to select objectively the indicators of the competitiveness of the science and technology human resources. The improved Grey mode makes objectively and relational analysis and Evaluation, and analyzes intensively these indicators that the competitiveness of the science and technology human resources in Heilongjiang Province, which increase the factors that influence small ,and maintains the advantage indexes stable. This study found that the competitiveness of science and technology human resources in Heilongjiang Province, although trained a large number of scientific and technological personnel, but a serious brain drain. Main reasons are lack of technological inputs, poor conditions of hardware infrastructure, treatment of general, so there is not enough conditions to retain or attract talent, and because the lower utilization of scientific and technological personnel, making the output of science and technology is not much. For improving the competitiveness of science and technology human resources, this article based on these deficiencies, proposed some strategies and recommendations to increase the competitiveness of science and technology human resources, and provided some theoretical basics.
