The Study On Evaluating Indexes System Of The Regional Science And Technology Human Resource

With the coming of knowledge economization and economic information, human resources of science and technology have become a more and more important index of a country or region competitive capacity. To fully develop and utilize human resources of science and technology the problem must be solved which is the evaluation to human resources of science and technology, and then play the role of human resources of science and technology.This paper chooses Shanghai science and technology human resources for research object. Based on defining the concept of the human resources of science and technology and combined with the international authoritative theory knowledge and the characteristics of domestic human resources of science and technology, this paper studies and constructs the theoretical framework of technology human resources evaluation system. Through the analysis to the current situation, the total amount and flow amount of Shanghai science and technology human resources, we put forward the design principle and procedure of the regional technology human resources evaluation index and the proposed system of comprehensive regional technology human resources evaluation index system. Combined with the characteristics of science and technology human resources evaluation index system, the quantitative analysis and qualitative analysis, and the expert scoring method, relevant analysis method, we establish the mathematical model of the comprehensive evaluation and then puts forward the integrated evaluation way of science and technology human resources.The results of this paper have guidance and reference for all areas of science and technology human resources evaluation. This article mainly discusses in the area of science and technology human resource evaluation objects and evaluation system, and makes a brief review and puts forward related suggestions to the current science and technology human resources policy.
