| As is known to all, human resources plays a very important role in the whole society, but the uncivilized human resources can only is the social burden; It was the high-quality human resources that can promote social development healthy. Therefore, how to improve the quality of human resources, play the role of human resources in today’s society should be the most pressing issue. The only way to improve the overall level of human resources is developing human resources reasonably. There is the same situation in the countryside. In recent years, along with the advance of the new countryside construction and the development of modern agriculture, the level of the rural human resources existing in village is unable to meet with agricultural and rural development. The lack of the rural talent has seriously hindered the advance of the new countryside construction. So, to strengthen the rural human resources development training of high-quality new farmers is the key for developing modern agriculture and building the new countryside. Now, it is an important strategic measure for promoting new rural construction to realize the rational allocation and full use of rural labor resources and to improve the overall quality level of the rural population by rural human resources development. The amount of rural human resources is very rich in Anhui Province. However because of the under-developed degree, its quality is still not high, which is far from new farmers needed in the new rural construction. This condition also limited the famers’development and did harm to the promotion of new rural construction in Anhui. Therefore, the effectively improving the quality of human resources the rural human resources development, and making full use of the main role of rural human resources in the new rural construction are the fundamental ways to further promote the new rural construction in Anhui.In this paper, I chose the rural human resources in Anhui Province as the research object, using the new rural construction as the background, on the basis of research findings of human resource development in rural areas at home and abroad. At the same time I completely analyzed the basic theory and the relationship between new rural construction and development of human resources in rural areas, using the method of combining quantitative analysis and qualitative analysis, combining normative and empirical research, and integrating macro-analysis and micro-analysis. On the basis of summary of the situation features of rural human resources in Anhui, â… analyzed the problems and its causes of human resources development in rural Anhui Province, and evaluated Huoshan’s pattern of human resources development concretely, and then put forward the corresponding countermeasures in the new rural construction. This paper consists of six parts:The first chapter is the introduction which covers the research background, research purpose and meaning, the methods and the contents; The second chapter is the basic theory of the new rural construction and the rural human resources development. In this chapter â… separately the related theories; In the third chapter, I concretely analyzed the relationship from different aspects; The fourth chapter is the situation on the rural human resources development at present. On the basis of analysis of summarizing the situation of rural human resources I analyzed the problems and causes in rural human resource development in Anhui Province. Then, analyzed the mode of rural human resources development relying on farmers’ specialized cooperative organizations in Huoshan County; The fifth chapter is the suggestions on how to develop the rural human resources in the background of new rural construction. By previous theoretical studies and present situation analysis, I put forward measures from four aspects on rural human resources development in Anhui:Improving the relevant system construction, increasing investment in human resources development in rural areas, improving the rural education and drawing on the successful experience from other areas. The sixth chapter is the conclusion including research findings and the problems needing further study. |
