Considerations On Appropriate Scale Operation Of Land In The Countryside Of Northeast China

It is a controversial problem in economic circles whether implementing large-scale farming in China countryside. After reading a lot of documents, this paper thinks it is necessary for Northeast China area to implementing moderate scale farming, the causes are: it is helpful to the construction of agricultural infrastructure which is very important for agricultural development of Northeast China; it is also helpful for national food security because Northeast China area has been an important base of foodstuff production, at the same time, it can raised the income of peasants. Additionally, enhancing the competition power of agricultural products needs moderate scale management of land,especially after China'WTO entry. At the third part of this paper, a mathematical programming model at household level is built to analyze the optimum farm size based on the data from Statistics Yearbook-2006. It is not true that the larger the farm size is, the better it is. So we should develop the agricultural scale operation to a certain extent. But at present, the development of appropriate scale operation of land is restricted by some factors such as unclear property relations of rural land, policy imperfection and wrong operation in land circulating, obstacles for transferring of surplus work force, lack of social service and security system. So at the end of this paper, four aspects of countermeasures are put forward considering actual circumstances of Northeast China: developing the non-agricultural industry and encouraging the redundant laborers to find off-farm jobs; improving the social security system; guaranteeing the land right of farmers and establishing the land market; supplying public goods by government, est. In all, we should develop the agricultural optimum scale operation in Northeast China and it will be carried out after a period of time.
