With the national conditions of a large number of people in China and a large number of poor people in mountainous areas and rural areas,which is essential to ensure the national food security and sustainable development of agriculture and solve the "three rural issues".At the same time,the agricultural land use in mountainous areas of China is faced with the development requirements of increasing production and income,and faced the actual needs and challenges of realizing the scale,industrialization and modernization of agricultural operations.Therefore,it is imperative to change the mode of small-scale decentralized management of agricultural land,use agricultural modernization technology,promote the moderate scale operation of mountainous land,and control agricultural land management.On the basis of summarizing the research results of moderate scale operation and risk management of land at home and abroad,based on the relevant theoretical basis,the case of Mosha Town in the Ailao Mountain is used as a studying area.Based on the survey results of questionnaire and statistical data,the paper analyzes the appropriate scale of agricultural land in the Ailao Mountain.The Cobb-Douglas production function was used to measure the modest scale of operation of rice and vegetables in the Ailao Mountain based on the goal of maximizing production and maximizing income.Aiming at the risks existing in the land management of the Ailao Mountain,establishing a moderate scale operation risk evaluation index system,evaluating the impact of various risks on the moderate scale operation of the land,and proposing land from the aspects of national policy guidance,market regulation and farmer management activities.Measuring for moderate-scale operational risk control.According to the research results,the main conclusions are as follows:(1)Measurement of moderate scale operation.The Cobb-Douglas function is used to construct an agricultural production function based on the maximum production target and the maximum income target.Based on the analysis results of agricultural production factors,the appropriate scale operation value of the land under different business objectives is calculated.The results show that the modest scale of rice operation based on the goal of maximizing production is 38.34 a per household;the average scale of rice based on the goal of maximizing income is 28.76 a per household.The modest scale of vegetable land based on the goal of maximizing production is 23.48 a per household;the average scale of vegetables based on the goal of maximizing income is 12.90 a per household.(2)Risk control of land of moderate scale operation.Based on the theoretical analysis of risk analysis-risk identification-risk assessment-risk control,the medium-scale land management risk is studied.The results of the study indicate that medium-scale land management is affected by natural,economic,technological and institutional risks.Among them,natural disaster risk and economic risk are the main risks that restrict the moderate scale operation of land,and the impact of institutional risk is relatively weak.Mansha,Moang Line and Mosha Farm in Mosha Town have three high-risk areas.Shengli,Longhe,Zhaode and other 8 villages are moderately risky,and 8 villages such as Renhe,Liming and Potou are lower.Risk status.High,medium and low risk distribution is uneven,and high risk is distributed in the lower reaches of the river in the southeast of Mosha town.The medium risk is mainly distributed in the northeast and southwest sides of Mosha Town,and the low risk is distributed in the east,west and north three mountainous areas respectively.
