The Study On Effects Of The Industry And Commerce Administration In The Construction Of Enterprise Credit

The credit of enterprises is a new field in the study of economic theories as well as a great problem in the real operation of economy. As the gradual establishing of the socialist market economy system, enterprises have been becoming the main bodies in the market while competing freely and equally. As a result of a tendency towards the most benefits in the market, a pile of violences to the credit come into being in real economic activities. Those phenomena seriously prevent the economy and the society from developing smoothly and rapidly. Serving as a department responsible for taking charge of the market economy and for administrative law enforcement, the industry and commerce administration department should play a positive and significant role in the construction of the enterprise credit system.This paper describes the functions of the industry and commerce department systematically. Then combining the theory analyses and the present achievements, the fundamental, the distinctive quality, the guidance and the fairness of the industry and commerce department are elaborated. By means of the "Golden Credit" project and the internal information system, the industry and commerce department collects the information, estimates the grades of enterprise credit, takes charge of the enterprises according to those grades and disclosures relevant information on line. The results of those measures are the definition of the property rights, the promotion of the transparency in the trade, the encouragement to the credible enterprises, the punishments to the incredible ones and the establishment of the management system for enterprise credit. The control of discredit in the institutions and regulations in this field provides a basic information platform for a further development of the enterprise credit construction and for the improvement of the social credit system.
