Rural urbanization restrict system also includes three parts :agriculture is the long-period problem to restrict its development; system and environment is its outside restriction ,and country industry problems is its basic restriction .From the above ,the processing course of rural urbanization is as follows :productive forces is developed; population is enlarged ;so too much labor force is left unused ;the unused labor force push the development of local business ;at some degree ,the local business will ture to concentration from scattering ;it moves a great deal of labor in- to cities. As the towns be come larger, the third industry grows, then it will absorb a great deal of labor force ;the arable land is farther concentrated. So country productive power is further developed. These are the mutual process for the three parts: local business, smalltowns and countries. Undoubtedly, correct and reasonable policies can push the process of rural urbanization.
