With the development of urbanization in China, people have realized that urbanization is neither a sample urban problem, nor problems on the growth of urban population, the increased number of towns and the expansion of urban scale. In fact, China’s urbanization is about an overall development and transformation of the economical society. The transformation is not only a problem that the rural population centralizes in the towns to stimulate the urban development, but also refers to some changes, namely, the change of peasant’s production and lifestyle, the change of agriculture and rural economic-social structures, the change of rural habitat space and living environment, the change of rural social organizations, management and service modes. All of these will have a great effect on the rural natural ecology, cultural tradition and politics. Only all of the above situations are taken into account, the urbanization can accords with China’s national conditions, which contributes to the development of agriculture, the protection of farmers’interests and the construction of rural areas. Therefore, China’s national conditions decide the urbanization, not only the urbanization in the city, but also the urbanization in the rural areas.Adjacent to the eastern coastal, Anhui is a traditional major province covering resource and agriculture in the middle part, which is rich in abundant natural resources, profound humanity history and a large population. In terms of the regional non-balanced development and gradient development since the reform and opening-up, Anhui is an underdeveloped province. Although Anhui is an ordinary province, it is always the focus and hot spots of Chinese regional economic development. In1978, Xiaogang village is the first to lift Anhui’s agriculture out of the traditional economical conditions through the land reform, and lead the nationwide rural reform path, which is called the source of Chinese reform. Then, Anhui takes the lead in the rural tax-fee reform and again becomes the leader of removing agricultural tax in China. As a result, an agreement has been reached in the educational circles, namely,"it is necessary to study Anhui when the three rural issues have been involved". All the facts indicate that Anhui province has made great achievements in the rural development. However, it must be realized that the urbanization level in Anhui province is still relatively low, especially the rural urbanization, which lags far behind the requirements of industrialization and national economic development. Particularly, the rural urbanization level in Anhui is not only below the national average, but also lags behind other provinces in the middle part, which ranks the last but one among six provinces in the middle part. In addition, the development speed of rural urbanization in Anhui even ranks the Last One in the middle part. All of these have restricted the overall process of urbanization in Anhui. In view of the above facts, people must reconsider why such a province as achieves great success in the development of Chinese rural economic reform makes little achievement in the rural urbanization, and what on earth have restricted the rural urbanization from developing rapidly. Therefore, this thesis mainly discusses the current situation of rural urbanization in Anhui province, the existing problems and reasons as well as the emerging new situation and new modes. In addition, how to find better ways to promote the development of rural urbanization in Anhui province will also be analyzed in this thesis.On the basis of the previous studies both at home and abroad, this thesis theoretically states the origin of rural urbanization, demonstrating the status and significance of rural urbanization in the overall process of urbanization. Then, according to introducing the rural urbanization’s overall scale, slow development and quality, the thesis also points out some features emerging from the rural urbanization in Anhui province, namely, the dynamic changes of development, great differences among the internal prefecture-level areas, lagging far behind the industrialization as well as the constant renewal of development theme and mode. Accordingly, on the basis of the above features, some problems existing in the rural urbanization in Anhui have been figured out, such as environmental pollution, irrational rural population structure, backward rural infrastructure, and the inexhaustive urbanization of rural migrant workers in cities, especially the new generation of migrant workers. The reasons resulting in these problems in the rural urbanization are the lack of the people-oriented idea, the insufficient industrial pulling force and rural pushing force, as well as the restriction of household registration and rules. In order to solve these problems and better promote the development of rural urbanization in Anhui province, this thesis respectively from four groups analyzes the development of rural urbanization, namely, peasant resident in the rural areas, non-farming resident in the rural areas, resident in the small towns and migrant workers in the cities, especially the new generation of migrant workers. Finally, the thesis points out that the guiding ideology should stick to placing people first and adjust measures to local conditions, advancing the urbanization of resident in the rural areas through improving the new rural reconstruction and infrastructure level, promoting the rational flow of production elements between the rural areas and urban areas through breaking the restriction of household registration and rules for the migrant workers in the cities. At last, the author expects that all of the suggestions put forward in the thesis will contribute to the rural urbanization in Anhui province.
