Since the reform and opening up, coupled with a large number of rural migrant population spawning into the cities and towns, China’s industrialization and urbanization has been rapidly developed. However, because of China’s unique dual household registration system, which greatly hampered the process of agricultural workers to become citizens, a large number of rural migrant population did not enjoy the same treatment as urban residents in terms of social security and public services. Therefore, how to successfully conduct registration of rural migrant workers has very important significance for our country’s development undoubtedly.This paper which is based on the domestic and foreign theory of the systematic research about rural migrant population launches the research from three aspects such as the measurement of the level of rural migrant workers to be permanent urban residents, the willingness and the ability of rural migrant workers urbanization. First, from five aspects such as economic condition, political participation, cultural quality, social interaction and emotional adaptation, the paper constructs an evaluation index system to measure the urbanization level of the rural migrant workers and contrast analysis of province inside and outside agricultural migrant population urbanization process. Secondly, combined with the statistics of a questionaire about rural migrant workers in the Pearl River Delta region, the paper used the logit regression model respectively to do the empirical research and comparative analysis about the willingness and ability and its influencing factors of the rural migrant workers urbanization who comes from the Pearl River Delta region, the inside province and the outside province of Guangdong. Finally, according to the conclusions of the study, the paper put forward relevant policy recommendations for government.The results showed that the degree of rural migrant workers urbanization of the Pearl River Delta region is 51.58%, in a semi-urbanization state and the degree of rural migrant workers urbanization from the inside province is higher than the degree of rural migrant workers urbanization from the outside province. Age, education level, presence or absence of social insurance has a significant impact on the rural migrant population’s willingness and ability, while the monthly income level, with or without payment of wages have a significant impact only for willingness of the rural migrant workers, gender, with or without nationally recognized qualifications, type of housing only significantly affect the ability of the rural migrant population. Comparative analysis of rural migrant workers inside and outside the province found that gender have different significant effect only for willingness of the rural migrant workers urbanization, but factors such as age, education level and whether to participate in pre-job skills training have different significant impact not only on willingness but also on ability for the rural migrant population urbanization both inside and outside the province.Based on these findings, we put forward policy recommendations to improve the level of the urbanization. The government should increase investment in education to rural migrant population, accelerate the reform of the household registration system, improve the social security system of rural migrant workers, establish the equitable income distribution pattern. Sounding urban housing security system are also quitely needed to conduct registration of rural migrant workers as permanent urban residents in an orderly way.
