Management achievement evaluation of enterprise is an important way and method, which reflects the enterprise management condition and enthusiasm result objectively and fairly inspires the management of the operator fully. As management method, its function is becoming more and more important. The system of achievement evaluation and test is long-existing, but it is not invariable. It unceasingly develops along with the society, economy and enterprise. Establishing the system of management achievement evaluation of Sichuan Aerospace Industry Corporation is one of the important ways: to inspire the enthusiasm of operators, improve the enterprise competitive ability and accelerate its fast development.The article introduces the evolution process of management achievement evaluation theory and method of domestic and foreign enterprises. It puts emphasis on the main point and method of evaluation in overseas modern enterprises, and analyzes the main existing problem in state-owned enterprise achievement evaluation.The article emphatically elaborates the means of establishing management achievement evaluation system in Sichuan Aerospace Industry Corporation, and introduces its existing achievement evaluation system, proposes the overall request, basic process for establishing a new achievement evaluation system, as well as the basic principle to choose the evaluation target; makes clear the evaluation target and its calculating method. The author points out that we should base on the real condition of SCAIC, to build up different evaluation target systems and standard mark value for different type units; The evaluation target should be divided into the quota target (economic indicator) and the quota target (significant item and comprehensive business), and introduces the EVA index into the economic indicator simultaneously; and introduces the Balanced Scorecard into the newly established research and development organization. As well, the article carries on computation on two units and takes it as an example, to explain this evaluation system computational method.Moreover, the article gives some advices on how to exert the evaluation results, and discusses that how to establish the operator salary system basing on achievement evaluation system. The author suggests that the enterprise operators should implement the yearly salary system; their income includes basic emolument, achievements yearly salary, special prize and growth contribution prize.
