In recent two years, most of the institutions in our country and design institution under the state-owned enterprise system are facing two major problems: the organizational reform and the internal management system in abundance transforms. Under this background, as an intelligence crowded science and technology enterprise faced with the market service competition and the talented competition, which should consider how to keep, attract and develop the talented person resources by enterprise needed or raises the enterprise take the intelligence creation as the focus competitive ability. It's quite important to be the human resources management in salary system under this kind of competition situation.This article introduces the present situation and some advanced human resources management of SMEDRIC to study the original salary system with the utilization of encouragement, justice and efficient principles. The new salary system makes every effort with an element goal, the method which the overall mentality and the design utilization to obtain the salary system from total amount which raises new goods in the market in order to formulate an operational salary system. The new salary system makes every effort to acknowledge the responsibility, risk, diligence, achievement, the contribution of staff who undertake in enterprise who undertakes, to considers the overall benefit and the talented person's market price, manifest the value of staff in order to create a fair stimulation system with interior and exterior under a best enterprise environment. This article attempts to develop the practical research according to collect a large number of materials in management and finance with the utilization of human resources management theory. We'll design a set of assignment system to establish the enterprise market operation on the basis of the post, skill, and achievements. At the same time, it can stimulate the staff firepower and share the benefit with the development of enterprise. To combine the staffindividual achievement and the group team achievement effectively to promote the staffs value and establish the system to attract and keep the talented person resource.We hope that our design research can provide a kind of real case to improve the assign relations and adjust the internal management system ,then to be the international strength to make for the impetus business management system transformation.
