With the opening of China's market,the changing external environment requires small and medium-sized private enterprises to have enough resilience to deal with uncertainty.Flexible management model in the role of flexibility of enterprises has also been more and more respected.However,flexible management involves all aspects of enterprise management.To improve the level of flexible management,it is necessary to understand the degree of flexible management and improve it according to the actual situation of enterprises in different aspects of flexible management.This paper summarizes and comments on the relevant theories of flexible managemen,combs out a set of basic indicators to measure enterprise flexible management,and then compiles questionnaires to collect enterprise management data according to the basic indicators.Then Factor Analysis is used to extract common factors from the basic indicators,and named according to the characteristics of the factors.In order to grasp the flexible management level of SMEs as a whole,a flexible management index is established to integrate the public factors.Finally,a three-level flexible management evaluation index system including total index,public factor index and basic index is constructed to evaluate the flexible management level of SMEs.Through the actual evaluation,it is found that small and medium-sized private enterprises in Longzhou County have shown certain flexibility in enterprise management.Especially in terms of production,small and medium-sized private enterprises in Longzhou County have already had considerable flexibility in production.However,human resources management is still rigid and rigid,and it has not realized the diversified development and creativity of enterprise employees.In view of the problems existing in small and medium-sized private enterprises in Longzhou County,suggestions for improvement are put forward at different levels.Especially in the aspect of human resources management,it is suggested that we should relax the excessive control over the employees of enterprises,establish a learning enterprise atmosphere and consciously guide the diversified development of employees of enterprises.
