The mankind has already stepped into the 21st century's knowledge economy times, the knowledge economy is a new economy that takes human resources and knowledge capital as its core. The core status of human resources in economic life, which has decided the competition among enterprises, will embody in the competition of intelligence capital and knowledge management, more exactly, in the talents. Performance appraisal, as one core content of the modern human resources management, its significance is not only for elimination or promotion, but also for incentives and guidance. The small and medium-sized enterprises are playing more and more vital part in the national economy, however, in the small and medium-sized enterprises developing process, the phenomenon of imperfect human resources performance management system, the partial performance appraisal implementation and some other problems are quite common, and these have already become the bottleneck of the enterprise continual development and domestic even international competition. Therefore, how to according to the enterprises' real situation, establishing a set of scientific performance management system to enhance the enterprises competitive power, is the key for these enterprises to develop stronger. This paper combines the empirical analysis and the case analysis, theory and practice, ets. Taking the group of Shandong Jinding Zhida as the example, to analyze main problems of the human resources performance management system in the domestic small and medium-sized enterprises in the current management process, and to redesign and improve the companies' performance management system. In this foundation, combining with the common problems of the small and medium-sized enterprises developing process, we give some suggestions to the construction of the domestic small and medium-sized enterprises' human resources performance management system.
