The meaning of modern Urban Planning has gone far from the meaning of traditional Urban Planning. First of all, it's not only a subject about material and engineering technology, and also relate to many aspects of natural subjects and social subjects. It's a cross-sectional and cross-special subject, so we need study Urban Planning and its theory from different perspectives. Secondly, it's the fact that Urban Planning's main function is developing a "vision" of the development of cities, the layout of functional module and land use by a special way. Then policy makers distribute various common or social resources according this vision. This course is in the scope of Economics. So we need explain Urban Planning's behavior from economic view. This paper mainly studies the nature and function of Urban Planning based on economic view, and develops a conclusion that is the Urban Planning can prevent or overcome negative externality of the development of cities and enhance positive externality of economic activity. The objective of the study is hoped to fill gaps between Urban Planning and Economics, and provide theoretical support to establishment a comprehensive, integrated, complete theoretical system of Urban Planning. The content is divided into five sections:The first part of this study emphasized the paper's background, purpose and meaning, pointed out research ideas and the main viewpoints, and started to construct the theoretical framework of article. The second part introduced externality theory, analyzed the external manifestations of urban development process from the macro and micro levels, and finally discussed how Urban Planning solves these externality problems. The third part gave a brief review of the history of Urban Planning and the process of evolution its theory, expounded Urban Planning of some major cities in the West, demonstrated the main point that is the Urban Planning attempts to rationalize the allocation of public common resources to cities to solve externality problems in the process of development of cities. The forth part got a deduction: considered some rational factors such as human knowledge is limited and the cost of the Urban Planning, Urban Planning should have a border to solve externality problem. The fifth part summarized the theoretical harvest and reflection in this study, and had a further thought of next step in the direction and content of the study.
