The rapid expansion of big cities led the nearby small towns which made their planning and developed original independently, into the planning area of major cities. That result in the great changes of external environment of small towns, which is mainly manifested as: firstly, small towns gradually turn into a part of organic whole with cities, and accomplish the evolution from rural areas to urban areas. Secondly, the planning implementation of the major cities is the constraints of economic, social, spatial structure of the small towns. The development of cities and towns is no longer the traditional process which is the simply evolution from rural geographical patterns to urban geographical patterns, and more involved in radiation and impact of a modern city on the outskirts of towns both changes in nature. Thirdly, planning of small cities and towns should submit to urban planning, as well as maintain its own independence. In short, the conditions, opportunities and goals of small towns development has changed fundamentally, because of the impact of large cities planning, it produced a series of contradiction between their own development aspirations and development needs of major cities. Such as, the planning concept conflict, planning foundation conflict, planning non-synchronized, illegally built ineffective investigation, and the conflict of interests'game theory. It is said, " Planning is the leading of building". Integration of planning is necessary to solve these contradictions, which means how to achieve common development of small towns and big cities in the major cities region, through the coordination of planning of cities and small towns.This paper studies the conflict between urban planning and regional small towns planning analyze the causes, with the empirical research of Xuzhou Zhang Ji. As the conclusion, the author suggests the following countermeasures:improving the planning, zoning adjustment, public participation, and supervision and control, consummating management team, punishing unauthorized building strictly according to the regulations, the establishment of evaluation mechanisms, and innovative funding mechanisms.etc. The author sum up that the accelerated development of the city brings the rapid expansion of large cities, which resulting in the large cities and urban planning become conflicted. The reasons are inadequate understanding of planning background, insufficient attention the policy makers have paid to, and existence of government failure. The author summarized the basic experiences as followed through introducing and analyzing some of the successful cases. The experiences include that policy guidance promote the development of small towns, big cities planning influence the direction the small towns development, common development can be achieved through urban and rural planning control. Furthermore, the empirical research of Zhang Ji suggest that in the process of planning establishment and implementation, appropriate measures should be taken to ensure the healthy and orderly development of cities and towns.
