Research On Conceptual Design And Planning Of The Starting Area Of Guang-qing Joint Area

In December 2019,Notice on Carrying out National Pilot Areas of Urban and Rural Integration Development was jointly issued by State Development and Reform Commission and 18 other ministries.Guangdong Guangqing joint area was one of the enlisted 11 pilot areas.The government decided to select a joint area as the pilot area in Qingyuan,with proposing conceptual planning and research of construction.This paper studies requirements,specific location analysis,conceptual planning and design and overall evaluation of the pilot area selection in terms of project management.Chief tasks included: studying on theories and principles of location selection,function designing,planning and evaluation of pilot area;making scientific comparison and selection of the alternatives,proposing optimal location scheme;presenting conceptual planning scheme and construction implementation planning;evaluating the concept scheme.This paper adopts methods including literature synthesis,SWOT analysis,social investigation,AHP,case reference,economic analysis and social evaluation.Conclusions are:(1)Urban-rural integration development is a systematic collaboration project,location of the pilot area is supposed to play a core and serial role in the area.(2)Evaluation indicators of location selection of urban-rural integration development pilot areas should be composed of three first-class indexes: basic conditions,construction implementation conditions,reformation-carrying conditions and seven second-class indexes such as economic development level.(3)Based on comparison and selection of AHP,the Hu'an West Road area in Guangqing joint area is a suitable site for the pilot area.(4)A systematic conceptual planning and implementation plan for the antecedent area is proposed.(5)Comprehensive evaluation concludes that site selection works for scientific standard,the conceptual planning scheme has reasonably high quality and the planning implementation scheme is generally feasible in terms of engineering economics and social risks evaluation.The national urban-rural integration development pilot area will be launched by the end of2019.Research results of this paper have positive reference for how to promote the urban-rural integration development in relevant areas,especially on selecting certain range which carriers the goal to construct pilot area.Expanding the research theme of this pater,on the one hand,can further analyze the impact of political and social factors on the development of urban-rural integration,and study how the area carries certain reform tasks;on the otherhand,it can deepen and refine the planning scheme and put forward more accurate capital planning and land supply strategies.
