Study On The Coordination Of General Land Use Planning And Urban Master Planning

General land use planning and urban master planning are vital guides for land use structure optimization and urban construction. General land use planning is a plan that lays emphasis on protection and regulates land use by certain target, especially the cultivated land and construction land. By contrast, urban master planning aims to serve the development of the city, which determines the objectives and planning area of urban construction according to the rules and laws of market economy. Due to the distinct differences of the two types of planning, the routine land management faced with serious challenge and ruined the authority of general land use planning. As a result, how to coordinate theses two types of planning is a point at issue.Former researches mainly involved the content of planning system, management system and compilation system. The majority of these researches contribute to the coordination of these two types of planning. However, Planning is a type of policy , and instruments of new law and policy tend to result in the modification or supplement of the planning. Considering the up-to-date instruments of law and policy, this thesis conduct the research in land classification criterion, planning environmental impact assessment and spatial control.This thesis uses the research method of combining the theoretical and empirical analysis. On the basis of the research on the basic concepts and features of these two types of planning, this thesis analyzed their objectives, contents, tasks and aims and then found out the relation and distinction between them. Then taking theories of sustainable development, regional differentiation and landscape ecology etc for the foundations, this thesis carry out the follow-up study.By comparison of their land classification criterion, planning environmental impact assessment and construction land spatial control, the thesis pointed out the distinction and relations from these three aspects and analyzed the reason why they are uncoordinated. Based on these researches, combined with Characteristics of these two plans, feasible suggestion was proposed.The last part of the thesis took Langfang City as an example. By comparisons of land classification criterion, planning environmental impact assessment and construction land spatial control in Langfang City, the thesis pointed out the distinction and relations from these three aspects. And taking advantage of methods and mechanics proposed in the former parts, this thesis coordinate these two types of planning in Langfang City and proposed feasible suggestion. All these researches can be undoubtedly conducive to the coordination of these two types of planning in Langfang City.
