In pace planning of China,there are a wide range of planning and "multi-regulation imbalance" phenomenon,the conflict between these plans affect the implementation of the plan and hinder the economic and social development.In this situation of "multi-regulation" contradiction,the establishment of "multi-regulation" mechanism to the overall arrangements for the development and utilization of land resources to ensure the sustainable use of land resources,optimize the allocation of land and space resources,the formation of population-economy-It is of great significance to coordinate the pattern of land and space development.In this paper,the coordination mechanism between national economy and social development planning,urban master planning and land use planning(hereinafter referred to as "three regulations")is applied to the overall land use planning of Shengle town by qualitative and quantitative methods.This paper analyzes the relationship between the national economy and social development planning,the overall land use planning and the overall urban planning,and finds out the root of the incongruity between the three regulations by theoretical and empirical research methods.Try to put forward the method and view of three rules" in the classification of land use standards,spatial control lines and control areas of coordination,use of the convergence of the district and determine the rational layout of the land,and finally as the town of Shengle in Example,for empirical analysis.The main contents are the following:(1)After summarizing a large number of documents on "two-in-one","three-in-one" and "multi-regulation",find out the differences and common between national economic and social development planning,land use planning and urban master planning,to analyze how to coordinated main issues of three plan.(2)This paper makes a comparative analysis on the main problems of four aspects(land classification standard,spatial control,use partition and land use layout),and puts forward the corresponding coordination plan,and explores “three-in-one” coordination mechanism in land use planning.(3)Taking the town of Shengle town in Helingeer County as an example,this paper explores the planning of land use under the background of "three-in-one".The main conclusions are the following:(1)Through comparison,the national economic and social development planning,land use planning and urban master planning in the planning system,guiding ideology,basic data and technical rules have some differences.(2)Put forward coordination program of four major issues.About classification,put forward chare of classification about overall urban planning and land use overall planning.About space control and the "three-line four areas" coordination,Suitable area of Urban master plan corresponds to allow construction area and conditional construction area of Land use planning.About use area,Priority consider natural ecological and cultural heritage protection area,the basic farmland protection area,comprehensive "three rules" on the needs of the construction area,reasonable to determine the urban construction area.About reasonable arrangements for land use,to the national economic and social development planning for the development of ideas,taking into account the overall trend of urban planning to determine the land use of the overall planning of the land type layout each land type layout of land use planning.(3)According to the study of "three-in-one" of the planning ideas compiled the main content about "Shengle town land use plan(2015-2020)".to determine the end of the planning base farmland area of 14650.1 hectares,arable land holding capacity of 19916.81 hectares,the total size of construction land 6791.65 hectares and other planning indicators.Delineation of basic farmland protection areas,urban construction area and other six land use area."Three rules" comprehensive determination of the "three-in-one",while the basic farmland sub-regional division in the construction area and restricted construction area.(4)By comparing the current planning of land use planning and the "three-in-one" planning,after the concrete analysis of the main problems of land use planning in Shengle town in "three-in-one" background,put forward measures the township " three-in-one " land use planning.
