Government's Function Research In Rural Surplus Labor Transfer Process

Peasant poverty, agriculture stagnation and countryside withered had been the urgent problems that the Party Central Committee and the State Council pay close attention to over the past 20 years. At present, these three problems has already become the most important thing of national socio-economic development, the core of the question is the income increase of peasants. Planning socio-economic development in urban and rural areas as a whole, accelerate the process of integration in urban and rural areas, promoting the rural laborer transfer, through adjusting peasant's employment structure, optimize the structure of peasant's income, thus it is an important means to solve the problems. Some countries abroad, have already made some experience succeeding in transferring of rural surplus labor, have formed their unique modes. In the experience of studying and using them for reference, the more important thing is that we should proceed from our country's conditions, summarize the experience and lessons of other countries, and open up a road with feasible reality of Chinese characteristics.Now, the transformation of old Northeast industrial base had just start, the development and utilization of rural laborer resource seems particularly important. The rural laborer of our province transition has driven the rural employment structure, optimized the peasants income structure, which played an important role in peasants income increasing, rural economy prospering and the socio-economic development in urban and rural areas. But analyze the actual conditions of our province, a great deal of problems exist at present. This article proceeds from angle of government's function, through some respects to probe a realistic way of solving the problems. There are: perfecting the legislation to create the legal environment favorable to the transferring of surplus labor, fostering labor market to correct the defect of the market mechanism, making public policy to support the development of rural surplus labor transfer, perfecting social security mechanism to shift worry of workforces.
