China's Rural Surplus Labor Force Transfer Countermeasures

At present, China's government put forward the harmonious development of society, which is an important aspect of overall planning for urban and rural economic and social harmony and development, "three rural" issue has received increasing attention to the successive governments, while"three rural",farmers is the core of the problem, Farmers are most concerned about income and improvement of living standards and changing the present poverty, but for various reasons leading to farmer's poor, in the short term there is no fundamental way to resolve the current situation. so the most effective Way is the transfer of rural surplus labor force. To solve the employment problem of surplus rural labor force, rural labor from the traditional agricultural sector to the modern sectors of the economy, which is the most important aspect to accelerate the development of rural economy and the coordination between urban and rural areas.However, due to special historical background and institutional reasons,even the original urban and rural social structure, result to a serious impediment to the transfer of rural labor force. To see the labor movement and the Government behavour's link, the paper give an in-depth study of rural surplus labor force,from the characteristics of rural labor transfer and the Government's function in the process to show the Government's necessity in the transfer of rural labor force. Then, in close connection with the current regulations propose how to effectively promote the movement of labor policies.This essay based on population movement theory and more representative of Lewis's dual economic theory as a study of rural surplus labor transfer, the focus is on some of our existing policies and systems is how to control the transfer of rural surplus labor force.Also take an in-depth analysis of the current transfer of rural labor force to find Government functions absence in the problems, on basis of corresponding policies and measures, so as to promote China's rural surplus labor force rapid,healthy and effective transfer.
