Study On Improving China's Inspection And Quarantine System And Function

Inspection and quarantine activities is an important component of international trade,which play an important quality, service and the promotion of the role in import and export of our products and having the protection, service and support functions domestic import and export enterprises, domestic consumers. Economy develops its foreign trade development complement to the protection of domestic industries and domestic consumers greater role in safeguarding the security of life, our inspection and quarantine departments is a security of China's economic development in trade and domestic economy.Since reform and opening up, China's rapid growth in foreign trade, but every year as a result of import and export inspection and quarantine, the loss of our commodity exports is over about 500 million, and the trend is increasing. Invasion by alien species, the direct economic losses caused annually is as high as 16 billion U.S. dollars. With the rapid development of the world economy,especially since China's WTO accession four years, the new international trade protectionism, technical inspection and quarantine barriers are made by the inspection and quarantine work great test.How to break the technical barriers, theoretically reflected in national policy formulation and adjustment of production enterprises to improve technology, but in fact they are reflected in the import and export commodities inspection and quarantine system, management, technology applications,and other sectors. Irreasonable tcchnical inspection and quarantine barriers has led to two main questions :Macroeconomic constraints on the growth of China's export trade, is not conducive to the establishment of one of the troika to expand exports to stimulate domestic economic development strategies; On the part of micro-enterprises in foreign trade was hard hit. As enterprises can not be timely and flexible response sudden inspection and quarantine standards of barriers, a lot of small , medium enterprises, and even some large enterprises suffered hard-hit, leading some small and medium enterprises to the brink of bankruptcy and closing down.
