| With the world trade economy's rapid development, the international trade has long been the engine driving the economy in China. However, because of the lack of inspection and quarantine working experience and the defects of its standards, great amount of loss was caused by the technical trade barriers. Therefore, it is very important and meaningful to strengthen the work of inspection and quarantine in import and export, improve its standards and perfect its system. It has become an important study subject that how to make a deeper theoretical research to build a system of inspection and quarantine which is not only conform to the international requirements, but also in favor of national benefits.The dissertation consists of five chapters. Chapter one introduces the significance of the study, the literature review and the technical clue; Chapter two analyzes the forming of inspection and quarantine system, number and cost effect as well as non-economic effect mechanism. Chapter three is the main part of the dissertation, which describes the status quo of the national inspection and quarantine system and seeks the existing problems at the same time through comparison among that of the USA, Japan and China. Chapter four outlines the problems and challenges that China faced after entering the WTO. Chapter five is the conclusion and suggestion which provides suggestions mainly from aspects of law construction, management improvement and technology upgrade.Based on the analysis on the forming, development and working mechanism of the inspection and quarantine system, the dissertation tries to find out the restrict factors of the inspection and quarantine mechanism by applying economical theories and further give suggestions and solutions . |
