In the era of economic globalization, the promotion of technological innovation competence and the improvement of system have been become very important in the strategy of national competence. With the development of the industrial cluster, cluster technical innovation has been a new route of innovation and gradually become the key part of national technical innovation system. However, our present industrial cluster lacks of technical innovation, which restricts the capacity letting off. This paper builds up the theoretical model of cluster industrial innovation to explain the mobile balance of dynamic mechanism between cluster and market and so that demonstrate the growing up path of cluster technical innovation on the basis of comparative analyze of successful experience of silicon valley in USA and Italy's cluster through the method of norm analyze and testimony study. And integrating with the actuality of our economic development, the paper makes the systematic research of cluster technical innovation , so puts forward the concept of national cluster technical innovation system and some relevant policy suggestion of promoting the development of cluster technical innovation.
