Today, economic globalization trend is increasingly obvious, as science and technology become new productive forces, high-tech industries become main motivation to promote the world's economic development. The proportion of high-tech industries'technology innovation is more and more in the contribution of the world's economic development. With technical innovation is important for economic growth, it's more and more important that research on industry clusters' technology innovation activities into high-tech industry clusters. This article was based on it to analyze the game model between high-tech industry clusters' technological innovation activities.First, I give a definition to high-tech industrial clusters, and then explain their characteristics. I have a further analysis on the basis of the knowledge spillover of the high-tech industrial clusters, two ways of high-tech industrial clusters' technology innovation. Knowledge and technology is kernel competitive advantage of high-tech industrial cluster enterprises. As the knowledge spillover effect existing in high-tech industrial clusters, innovators reduce its cost through technical innovation, then, similar enterprises imitate the innovators. Knowledge spillover has two-tier influences on high-tech industry clusters' technology innovation. On the one hand, it cuts down the imitators' costs and risks; On the other hand, it lowers innovative enterprises interest and enthusiasm.Second, I have game analysis on technological innovation behavior of high-tech industrial clusters enterprises, drew the conclusions through the parameters analysis:Only when the spillover effect is low, high-tech industrial cluster enterprises have incentive to take technology innovation behavior. At this time, it is decided by the trust degree between cluster enterprises that the two parties take which innovative ways. When the trust degree is low, the two parties tend to take a self-innovation way. When the trust degree is high, the two parties tend to take a co-innovation way.Finally, according to the model analysis conclusions, from the aspects of a good knowledge protection and improving the trust degree of the industrial cluster, I give some promotion policies for co-innovation of high-tech industrial cluster. On the one hand, I give promoting strategies to strengthen protection of intellectual property rights standards from three aspects of the enterprises, clusters and government. On the other hand, through establish an evolution game model, I analyze the inside mechanism of trust relationships evolution in high-tech cluster enterprises' co-innovation. The evaluative result of the trust relationship is related to innovation risk, discount factor and synergistic coefficient. I give strategies proposal to enhance trust degree between co-innovation enterprises of high-tech industrial cluster, respectively in terms of reducing the co-innovation risk, improving the co-innovation discount factor and synergistic coefficient.The article set parameter such as knowledge spillover, innovations' success rates and innovation income, which influence the technological innovation decisions of the enterprise in high-tech industrial clusters. Through building a decision-making model respectively about unilateral and bilateral technical innovation, I analyze how the parameter affect the inside mechanism of high-tech industrial clusters' technology innovation activities. And I structure a game model to analyze the effect mechanism of the trust degree between enterprises on co-innovation's evolution processes.
