Technological innovation has become a decisive factor of a business, a regional, and even a country in economic development. The real significance of technological innovation lies in technological innovation diffusion which can maximize the potential economic benefits of technological innovation. The industrial cluster is an effective carrier of technological innovation, and its development enhances technological innovation diffusion. Therefore, the study of technological innovation diffusion in industrial cluster has great theoretical value and practical significance.In the diffusion process of technological innovation in industrial cluster, because of the impact of interaction between enterprises, the enterprises' adoption decision-making behaviors have great difference from the past ones that suppose they are independent of each other. Therefore, in this paper, we study the impact of enterprises' interaction on their decision-making behaviors, build the transition probability model of individual decision-making state, and on that basis construct the model of technological innovation diffusion in industrial cluster. Firstly, in view of the enterprises' interaction in industrial cluster, we construct the function model of enterprises' interaction, divide the process of adoption decision-making into three stages, and investigate the impact of its subfunctions on adoption decision-making behaviors in different stages. Secondly, we do analysis on the mechanism and character of technological innovation diffusion in industrial cluster as a whole, make research on the overflow of enterprises' adoption behaviors in industrial cluster by interactive approach, analyze the attitudes and adoption behaviors of neighbouring enterprises that makes potential enterprises' adoption states transfer and ultimately enable their adoption behaviors to tend to converge in space. Finally, based on the above research, we structure the transition probability model of individual decision-making state, and on that basis construct the transition probability model of enterprises' whole configuration, that is the macroscopic model of technological innovation diffusion, which makes us deeply understand the enterprises' decision-making behaviors and the mechanism of technological innovation diffusion in industrial cluster.
