Industrial Clusters Based On Cluster Governance Of Technological Innovation Protected Mode

As a particular spatial organizational form of firms, industry clusters have displayed extraordinary energy in economic development and have attracted intense attention from researchers and decision-makers. However, from the status quo of clusters in China, there still exists a phenomenon of excess knowledge-spillover and weak tech-innovation protection (especially at the firm's level). Therefore, firms of innovation cannot cover its costs and cannot harvest all the innovative fruits, thus their enthusiasm for innovating impaired; on the other hand, hitchhiking in the cluster leads the non-innovative firms to be more inclined to free-rider and innovative-inertia. Ultimately this strange circle impedes the development of the holistic technical capability of the clusters.Based on the cruel fact, this thesis, from the perspective of cluster governance, puts forward the tech-innovation protection models, and analyzes the mechanism of each model, with the purpose of providing theoretical instruction for the development of the traditional manufacturing clusters in China.Firstly, on the basis of reviewing and summarizing the existed theory on cluster governance and tech-innovation protection, the tech-innovation protection model in cluster's level was integrated as the "Leader firm" driven governance model, the "Association" driven governance model, and the "Intermediaries" driven governance model, by "the industry concentration ratio" and "collective action".Secondly, according to the classification mentioned above, from the perspective of cluster governance, this thesis investigated the acting mechanism of different governance subjects—how to protect the innovations of firms and further improve the innovation of the overall cluster. And finally the author also proved these findings through three typical case studies.Thirdly, combined the theory model with the empirical investigation, the thesis proved the relationship between the governance base of governance subjects and the tech-innovation protection results, through structural questionnaires and statistical analysis. Finally, the hypotheses were partially validated and the model was modified and improved.At the end of the thesis, some suggestions for the optimization of tech-innovation protection model were proposed from the cluster's view. At last the summary was given, as well as the prospect in this research field.
