In2011, China’s average GDP amounts to5432US dollars, which steps into a key period when medium income level improves into a high income level. The historical experiences indicates that since World War2, a majority of nations and areas may probably enter into a step which is called the "Middle-Income Trap". In this period, economic development stops for a long time and all kinds of political and social problems appear at the same time; only a small number of nations and areas can successfully regulate their industrial structure, and achieve high-speed economic development, at last, become one of the richest nations. We can find by contrasting the conditions of development that the differences between successful leap over the "Middle-Income Trap" and trap in it lie in the following aspects:the speed of nations’economic development, gap of wealth, industrial structure, strategy of economic development and so on. The analysis of the main reason of the "Middle-Income Trap" is unreasonable industrial structure and Over-reliance on the international industrial transfer instead of the technological innovation.undertaking the international industrial transfer has a great influence on regulating our nation’s industrial structure. After World War Two, the whole world has experienced four major large-scale international industrial transfer:in the first transfer, the economic development of Japan and Germany has had a great achievement when they held the labor intensive industry of America; the second transfer is that Japan shift its labor intensive industry to the nations and areas which are called "four Asian dragons", which led to the upgrade of industrial structure of them; the third transfer formed the "flying geese paradigm", in which the industrial transfer started from Japan to "four Asian dragons" and then to those new industrial nations in ASEAN, thus the industries of east Asia firstly formed their scale. The fourth transfer improves the development of our nation’s labor intensive industry. The reasons of the booming effect that undertaking the international industrial transfer has exerted on regulating the industrial structure of medium income countries are:firstly, undertaking the international industrial transfer has provided elements and markets for medium income countries; secondly, they can bring advanced productive technologies and experiences of management for medium income countries; thirdly, they can promote the development of related industries in the medium income countries.However, over depending on undertaking the international transfer industry has a negative influence on regulating industrial structure of medium income countries. It can easily result in high consuming and low additional value for our nation in a long period of time. At the same time, it can reduce the motive power of our nation in the field of technological innovation. As a result, we have to enhance the technological innovation while undertaking the international industrial transfer. The technological innovation and undertaking the international industrial transfer have influences on each other:on the one hand, the technological innovation is the driving power of undertaking the international industries, it is the appearance of new technologies that result in the happening of the international industrial transfer, and the technological innovation has freed the nations that bring in the industries from those countries which bring out them; on the other hand, undertaking the international industrial transfer has provided conditions for innovation of technologies.The technological innovation of medium income countries started from the import of technologies. The application and improvement of technologies and their innovation corresponds to the steps of development of our nation’s industrial structure, from dependence of technologies to independence. The influences of the technological innovation on industrial restructuring lie in the following aspects: technological innovation, which creates perpetual market demands, has provided extensive space for the development of old industry and the birth of new industry. The technological innovation guides the flow and optimal allocation of resources, thus improving the utilization rate of resources. It saves the present resources and finds new resources as well, helping to upgrade industrial structure. Under the influence of market mechanism, the technological innovation helps to expand new enterprises and eliminate out-dated ones with increasing speed, thus accelerating industrial restructuring.The right handling of the relations between the international industrial transfer and the technological innovation can result in optimizing our nation’s industrial structure, realizing speedy development of economy, and at last successfully leaping over the "Middle-Income Trap"...
