As a "intermediate institutional organizations" in the range of market and scientific organizations, industry cluster sets many relevance enterprises in a particular regional, its intrinsic association effect, the scale effect and the strive to improve mechanism, can effectively give the base the macroscopic benefit and the microscopic benefit. The essential conditions of establishing a industry colony includes are: the specialized condition, including the specialized element of the production, the competitive power of the connection industry, the characteristic demand of the local, the senior human resources, the advanced infrastructure, the technology specialized knowledge, the characteristic technology of the production as well as the certain essential factors specially aim at a sole industrial and so on; naturally endowed resources; the existence of industry research or the scientific development research facility, for example the university and so on, it can offer the theory source which can innovated the technical innovation of the enterprises in a cluster; technological innovation; governance mechanisms and the encouragement of competition; the demands from the large number of consumers or market demand.
