Research On Project Risk Management Of The Achievement Transformation Of The Optical Checking Technique For Fertilizers

Today in the word the science and technology are playing more and more important roles to drive the development of economies and societies in all countries. In China, about 10-15% benefits of fertility are based on the translation of scientific and technical achievements. The ratio is much lower than the ratio 60-80% in developed countries. One key reason of the low transferring efficiency in China is the high risk during the process of translation. It is important to analyze this risk and to manage to control it for improving the translation ratio in China.The project of the optical checking technique for fertilizers is based on a high-tech achievement, i.e. the optical liquid drop sensing technology. The project was investigated about the risk during its translation with combining its risk characters.Firstly, the risk characters of the project were concluded. The content, specialty, progress and foreground of the project, which liquid drop sensing research group of Harbin Engineering University researches on, are analyzed carefully. The risks for the project of optical checking technique for fertilizers are analyzed in detail, using the theory of risk management.Secondly, the matrix analysis method was used to classify and evaluate four kinds, totally seventeen types of risks. The factors of high risks were analyzed. The control policies for the seventeen types of risks were proposed to support the establishment of risk-processing methods.Finally, the risk-processing methods were nailed down for the project of the optical checking technique for fertilizers, basing on the identification, confirming and evaluation of risks. In the last part of this thesis, the system was established to keep away from the risks in the achievement translation of this project. The system could guarantee the smooth actualization of this project.
