Establishing and carrying out science reasonable enterprise achievements appraisal system is helpful behavior in correct guiding enterprise, seeking the reason of difference in enterprise management, enhancing the enterprise competitive power, achieving the enterprise strategic target to have the vital role as soon as possible. The Balance Scorecard as a new strategic management tool, combining with the certain Chinese enterprise, more and more attention had been paid to the issue how to use this tool effectively, which theory and business circles pay close attention to at home and abroad.In the paper, the Balance Scorecard's connotation, the substantive characteristics and relevance theory's foundation were illuminated more systematically. In view of the enterprise actual situation, it had the careful introduction to the system's design and using of Balance Scorecard's four stratification planes: Finance Lay; Client Lay; Flow of Interior Operation Lay; Study and Growing Lay. Proved by the practice, it caused the enterprise to obtain certain achievement for being induced this kind of achievements management tool, and the management level to have obvious improvement. It had provided the good demonstration for other similar enterprises to use this achievements management tool better. But every management tool was not perfect, so did the Balance Scorecard. Finally, the paper was discussed preliminarily how to improve the existed questions of the Balance Scorecard's achievements management tool.
