Under the conditions of socialist market economy, the effective management of human resources has become one of the decisive factors which help enterprise to achieve the goal of production and business, moreover, in human resource management, scientific and rational performance appraisal system is the important means of human resources department to make human resource policies and carry on important decision; It is a powerful tool to enhance enterprise's cohesion, cultivate employee's sense of teamwork and improve employee performance continuously; It is also an important mechanism that the enterprise realize their strategic targets and apply the process of strategies system. Consequently, focusing on business development and promote employees to work hard and the evaluation of employees'capacity and performance is the core value of performance appraisal.However, with the increase in labor costs and employees'self consciousness, Contradictions come from dividing relationship among the different internal members by the distribution of benefits, and the traditional performance evaluation methods and staffs'growing self-awareness, self-identity, self-needs. This paper analyzes the root causes of these problems, on the basis of domestic and overseas research results, and put forward that Chinese enterprise should build a community of destiny which is a brand new employment relationship, also Theory of meaning; Furthermore, this paper structure the new performance appraisal system and methods based on community of destiny between company and employee, which include the concept and ideas and identify indicators of system design principles, scope and weight ratio. This article also analyzes the feasibility of specific actual case.This paper considers the establishment of community of destiny as an essential factor for the future development of enterprises.The relationship between companies and employees will be investigated as the main indicators, when enterprise evaluate the performance of staff.This change will lead the accordance between employees and enterprises, the long-term sustainable development of enterprises and greater economic and social benefits.Last but not least, the article also raised about researchers need to do more follow-up criticism and supplement, Performance appraisal system should be studied more systematic an comprehensive in specific industries or enterprises with operational level.
