Research On The Government Behavior In The Construction Of The Community Of Common Destiny Between Banks And Enterprises In Quanzhou City

With China’s economy entering the new normal,the impact of Sino US trade war and COVID-19 spreads globally,China’s economic development is facing many difficulties and challenges.How to realize the effective matching and docking between the real economy and the financial industry,and build a bank enterprise community by optimizing the relationship between banks and enterprises,is of great significance to deal with the uncertain environmental changes,strengthen the industrial transformation and upgrading,and achieve high-quality economic development.At present,the reconstruction of the relationship between banks and enterprises is difficult to be completed only by market forces.It must rely on the intervention of the government to form the joint force of the government,society and market.Therefore,from the perspective of government intervention,taking the construction of "bank enterprise community" as the research object,based on the actor network theory and text analysis method,this paper explores the role positioning and behavior mode of Quanzhou Municipal Government in the construction of bank enterprise community,so as to provide theoretical reference and practical guidance for the relevant reform and government behavior optimization in Quanzhou and other regions,Further enrich and improve the theory of government behavior and public policy.The main contents of this study are as follows:(1)This paper comprehensively analyzes the current situation of Quanzhou bank enterprise community and government measures.Based on the critical event method,this paper divides the development of Quanzhou government bank enterprise community into three stages: loose bank enterprise relationship,compact bank enterprise relationship and symbiotic bank enterprise relationship.Integrating case and text analysis methods,this paper summarizes the typical behaviors and measures of the government in the construction of Quanzhou bank enterprise community from strategic planning,organization and coordination,channel construction,support and guarantee,publicity and guidance,supervision and evaluation,and summarizes the main achievements from financing amount,bank enterprise network,channel platform and business environment.(2)This paper systematically studies the government behavior mode in the process of Quanzhou bank enterprise community construction.Based on the theory of actor network,the paper constructs the actor network of bank enterprise community by integrating the stages of actor subject composition,problem presentation,benefit granting,mobilization and recruitment,and network formation.Furthermore,the paper makes statistical analysis from the aspects of behavior subject,behavior goal,behavior mode,behavior theme and behavior intensity,and systematically studies the characteristics and evolution mode of government behavior in the process of building bank enterprise community.(3)Identify the problems and reasons of government behavior in the process of building bank enterprise community.Based on the analysis of the current situation of Quanzhou bank enterprise community and the government behavior,this paper identifies the main problems existing in the current government behavior from the following aspects: confused behavior goal,lack of overall strategic planning,poor coordination degree of the main body,weak behavior intensity,imperfect policy environment,etc The paper analyzes the causes of the problems.(4)This paper puts forward the countermeasures and suggestions to optimize the government behavior in the construction of bank enterprise community.Based on the analysis of the causes of the problems,from the overall top-level decision-making design(strategic objectives and role positioning,overall planning and implementation scheme,organizational structure and coordination mechanism,strategic update and supervision mechanism,improving policy environment,etc.)and specific micro implementation measures(public services,integrity environment,information platform,guarantee mode,marketing publicity,etc.)optimization two dimensions,This paper puts forward some countermeasures and suggestions to optimize Quanzhou government behavior.
