In recent years,the community wins total labor personnel shortage,expanding the scope and scale of management,quality of service requirements of the residents has been improving,there is a big gap compared with other fraternal units,wages,living conditions,medical standards,etc.Staff appeared to call up the cause,resignation and other effluent conditions occur.Making community talent shortage,service functions to reduce the original assessment system communities can not raise the enthusiasm of employees,to inspire and guide workers can not play function,can not be the talent to arrange a suitable job,income and contributions of employees and the ability to not phase matching,community manager for employee's work goals are not able to monitor the performance results are not able to implement these factors restrict the efficient operation of the community,which restricts the development of the community.We can say that victory in community performance management has become a constraint wins in quality of community services to enhance the long-term development bottlenecks wins communities.In this paper the use of what they have learned in economics,management theory and analysis methods for how flexible the scientific community to establish a more scientific and effective performance appraisal system for research on win in community establishments performance appraisal system has been redesigned,based on a combination of qualitative and quantitative principle,determine the assessment objectives is to manage the business,quality of service,three aspects of operating results,after assessment indicators identified,in accordance with the degree of importance of the indicators give different assessment factors,assessment briefing after the evaluation and ranking through publicity and other means to is the assessment unit feedback evaluation results.Management business assessment and service quality assessment behavioral anchored evaluation,by choosing to work behavior assessment indicators qualitative or quantitative,giving appropriate weight to the assessment of projects and value scoring;business objective assessment is divided into two parts,to establishments assessment evaluation method using key performance indicators to assess the performance of each unit to simplify the community for the assessment of several key indicators;evaluation of the organ department introduced 360 assessment method,by subordinate units,the same level departments and the higher leadership of institutions and departments the work for evaluation scoring maximum extent reflect the authority of the department work performance;assessment and evaluation serve primarily by improving resident satisfaction survey and improve channels of complaints from residents and other ways,build and serve an important platform for interaction.Take a variety of incentives to maximize the performance assessment role,and fully mobilize the initiative of workers,enthusiasm and creativity.
