The Industrial and Commercial Bank of China, Bank of China, and Agricultural Bank of China as well as China Construction Bank and Bank Of Communications are five main state-owned banks in China. These four banks have greater asset size and stronger asset power than other commercial banks in China. In addition, the market share of each business in those four banks maintains an absolutely significant position among all banks. While, the earning capacity and the running profit are not the best among all banks. From the year of 2006, kinds of foreign capital banks set up in China since there was a policy that allows foreign capital banks enter into Chinese financial market. Then, there were plenty of foreign capital banks established their basis in China, including some of famous international banks. What's more, large amount of equity banks suddenly boomed. Therefore, those newly established banks grabbed majority of financial resources from four state-owned banks. The competition between state-owned banks and equity banks was fierce, but competition always promotes development. The state-owned banks have its advantages but with low operation efficiency. State-owned banks have lower operation efficiency though they face the same market environment, client environment with the foreign capital banks as well as the equity commercial banks. What's the reason for this phenomenon? I think the most basic reason is the organization structure of state-owned banks is different from other equity commercial banks. This thesis compares the organization structure of state-owned commercial banks and equity banks, analyses the technical efficiency differences between state-owned banks and equity commercial banks and discusses varieties of rules and methods for optimizing organization structure of four state-owned banks.
