It has been three years passed since the finance crisis happened in 2007, and the global economy is backing to the way of recovering. Most commercial banks of various countries, which have learned a lot by paying much expense for this crisis, gradually increase the degree of revolution of organization structure. They have carried out a series of measures such as reducing the number of branches and employees and implemented flat management. Not only the bank's operating mode and efficiency, but the economic-related countries and regions'governments, economic organizations and regulators are affected by these measures. Though Chinese commercial banks is to be in line with the international frontier banks, there still exists much distance between them. As renminbi business'fully opening and the caring of the corporation-oriented-policy, some overseas banks which want to develop retail business here apply to restructure themselves to foreign legal-person banks. This will undoubtedly exacerbate the competitive situation of China's banking.The organization structure is an important part in bank's internal management, and is a concrete embodiment of it in bank's daily management activities. We can say, whether the organization is reasonable or not, plays a vital role in bank's survival and development. The bank organization structure contains many organizational elements, such as the scale of asset, the number of employees, the number of branches, the scale of asset per every employee, the scale of asset per each branch, the number of branch per every employee and so on. And the degree of its integration and operation efficiency directly affects the growth of commercial banks. An organizational structure with a high efficiency is a significant critter to assess and test the level of commercial banks'management system and its operational efficiency.It is also a crucial standard to measure the capacity of its growth and competition.From the view of the relationship between the efficiency and the organization structure, and with the multiple regression analysis to the bank's cost efficiency and the six organization elements, we can draw the conclusion that the variation of bank's cost efficiency has an positive correlation with the variation of the scale of asset, the number of employee, the number of branch and the scale of asset per each branch, and has a negative correlation with the scale of asset per every employee and the number of branch per each employee. According to the conclusion, we can optimize the bank's organization structure with three measures :(1) optimize the scale of asset to obtain scale benefit ;(2)optimize the network of branches to increase the benefit of th branch;(3)optimize the network configuration of employees to decrease the phenomenon of redundant and lack coexist.
