Up to now, the most research concerning floating population's work and income take priority on the discrimination, and hardly ever on the social protection. Even, there are lots of researches about floating population's social security that focusing on social insurance, which is an unbalanced view to floating population's social protection on work and income. Also, the researches about social security are short of quantitative support. In consequence, taking social protection as core view, this article attempts to do the study grounded on Human Capital Theory, Social Capital Theory, Dual Labor Market Theory and Three Sectors and Dual Economic Model. By using 2009's data of Fuzhou from the sample survey, this article makes an empirical analysis about the current level of floating population's work and income social protection, and the relevant effect system.Firstly, the current level and its'change of floating population's work and income is reviewed. That is, in the primary segment of cities, floating population has being excluded, and they are inferior in work and income. Then, the author analyzes the current level and its'change of floating population's social protection on work and income. In general, floating population's social protection on work and income has been intensified, but still in a lower-level, and also the correlative system should be improved.On account of above researches, the author adopts Linear Regress and Logistic Regress to go into the effect system of floating population's social protection on work and income. It reveals that the factors from human capitals, social capitals, market and policies are in co-acting. Finally, the author posed some policy implications to improve floating population's social protection on work and income according to this study.
