Study On The Social Insurance Improvement Path Of Floating Population In Hebei Province

The low cost of the floating population and existence help the labor-intensive industriesof the Chinese economy maintained a strong international competitiveness, and madetremendous contributions to the national economic development, especially the developmentof urban economy. However, because of the long-term existence of two urban and ruraleconomic structure, census register system, finance system and other factors, the floatingpopulation has always been free on the edge of the city and were excluded from the socialsecurity system. So it is necessary to pay close attention to the floating population and helpthem covered in the social security net, not only is the guarantee of citizens’ basic rightsreflection, but also the important significance to build the harmonious society.As an important part of the Beijing-Tianjin-Hebei economic circle, Hebei Province notonly is the most populated province but also a net population outflow region, most of thefloating population of Beijing and Tianjin areas derived from Hebei Province. The paper putthe floating population in Hebei Province as the research object, through the analysis of thecharacteristics of floating population and the current situation of social insurance system,from low awareness and participation of the social insurance, pension insurance is still takethe traditional way, medical insurance is still in"cracks"status, entitled to unemploymentinsurance under harsh conditions, injury insurance protection strength yet to be improved andmany other issues to start the research. On this basis, from the level of economic development,financial system, fiscal spending, the social insurance system, the government social securityresponsibility of the main areas to explore the constraints of the social insurance of thefloating population. And then combined with the actual conditions of Hebei Province, putforward suggestions to solve the problem and the countermeasure, from the change of socialsecurity concept, detail design of the social insurance system, optimization of fiscalexpenditure structure, the reform of the financial system, the reform of the householdregistration system and urbanization and other aspects.
