Because the population is increasing greatly, the waste produced in production and living become more and more. Now, for country and city, many places of them are facing a big problem of how to deal with so large quantity of waste. Compared to many other methods to treat with the waste,"waste to energy"plant has two special strongpoint, i.e. recycling waste and occupying small piece of ground, which has been used widely. In china,"waste to energy"plant develop very late, until the year of 2005, Guangzhou city built one plant. Because it develops late, many plants don't have enough professional persons and good managements, they are running with not good economical performance.This paper puts research on the maintenance management of"waste to energy", it uses the knowledge of organization operation to find out the three outstanding problems about maintenance managements. Then analyze the reasons from the views of organization design,quality management and project management, bring out three methods to fix the problems, i.e. regrouping organization of maintenance department,paying great attention to maintenance technician's influence,optimizing the management of plant outage, and research more deeply one by one, tries to find out new ways to improve maintenance management and improve enterprise benefits finally.The main research contents and achievements of this paper are as follows:1. After researching the character of different organization structure,how to set up agile operation organization,the request of"waste to energy"plant, brings out new maintenance organization model-agile maintenance organization, and uses this organization model to regroup maintenance organization structure in LIKENG power plant.2. After comparing and analyzing the character of quality management, analyze the difference between product quality management and service quality management, brings out new idea of that obtaining good maintenance quality should be relying on maintenance technicians, then explain how to use this idea to improve maintenance quality in LIKENG power plant.3. After analyzing the important use of WBS in project management and feasibility of using project management to manage the plant outage, brings out the new idea of managing the plant outage basing on WBS, and explain how to use this idea to optimize outage management in LIKENG power plant.
