Its showed a steady upward trend in the scale of subsidy, the subsidy funds rate closer to 100% in place. Subsidy structure, the main emphasis on compensation and forestry ecological forest construction of key projects, and other special benefits of their projects scattered, relatively small amount.Zhejiang non-public Forestry subsidies for development of productive forces, development of productivity council, mainly reflected in the adjustment of industrial structure,Improved the ecological environment and promote the improvement of the rural social environment; The existing non-public forestry subsidies satisfaction, the highest is compensation for ecological,forest loan interest subsidy policy, and then is the direct subsidies policy. The response on the service's subsidies is not high.The main problems of the forest subsidies policy as follow: direct subsidies has many problems, such as the standards and Grant conditions is not enough scientific, the relative concentration of the main benefits, subsidies for short cycle and not enough incentive. Forestry loan interest subsidy limited in scope, discount period is short and imperfect matching system directly affect the discount loan release; The investment of infrastructure subsidies is inadequate, service system performance subsidized are not fully ; the standards of compensation-based subsidies is low and so on. On this basis, draw on the experience of foreign private forest subsidies, combined with Status and problems of Zhejiang non-public Forestry, then come up with policy recommendations.
