In order to build harmonious society in this new period, Hunan province has taken the development of ecological Hunan as its strategic target. Non-public forestry, a breakthrough to forestry construction as well as the only way to the great-leap-forward development of forestry, is playing a vital role. The effort to foster non-public forestry is favorable as far as adjusting forestry economic structure is concerned. Besides, a good non-public forestry is advantageous as social economic development requires more on ecological environment and forestry products. Therefore, forestry may keep a sustainable development. As the development of non-public sector has not only brought diversification of forestry to realization, but also infused great investment to forestry development, therefore, non-public forestry has accommodated the demand, which is to modify the relationship between productivity and product relationship. In a word, non-public forestry has achieved progress in Hunan, and has become a useful way to boost the development of forestry.Among all the problems that is facing the development of non-public forestry, the crux is system obstacle including cut-timber quotas, heavy taxes and charges, defective property rights,etc. Consequently, this thesis will try to explore new way to solve the system obstacle, to encourage the development of non-public forestry.In this thesis, the connotation and background of non-public forestry has been elaborated, it,s present situation, structure, benefit as well as input has been analyzed, it,s stremgth and weakness, it,s opportunity and threat has also been analyzed. This thesis also contains some valuable experiences from abroad, whole solution to a sustainable development in non-public forestry. Therefore, this thesis can provide good suggestion to the provincial government with regard to macro-control on non-public forestry.
