Study On Policies Of Non-public Forestry In Zhejiang Province

Non-public forestry is an important component of non-public economy. In recent years, as one of ten great forestry provinces in southern collectivity woodland, Zhejiang Province's non-public forestry has been developing very quickly, and has become the important source of income increase for peasant, and has also become the important part of Zhejiang regional economics and agricultural economics as well as country economics. The rapid development of non-public forestry has great signficance on improving the development of econonics in montane as well as woodland, and on dealing with lacking of fund on the building of forestry and ecology. However, because of researches on forestry policies are relatively lagged, the actual forestry policies can't meet the demands of the development of non-public forestry any more. Therefore, according to the conditions of the forestry in Zhejiang province, it is necessary to set up suitable policies for the development of non-public forestry.Based on the above knowledge, this paper applies the non-public economic theory and the policy theory to carry on a thorough research on Zhejiang province's non-public forestry policies, and all these researches are based on referring to great references and the investigations on mang places.The paper carries on a thorough analysis on the conditions of the development of Zhejiang province's non-public forestry by using the researching method of positivism. Non-public forestry of Zhejiang Province is developing very quickly and appears many unque charactristics such as the multiplex of investors, the diversifyof mangagement forms and the quick development of industries. We also pick out some existed and principal problems, such as unperfect forestry right system, the short supplying of timber resources and the unreasonable property structure and so on. All these problems are badly in need of being resolved based on policies.According to adopting the evaluation methods by combination of qualitative analysis and quantitative analysis of methods such as productivity standards, we make a very concrete evaluation on effects and defects of following policies: non-public ownership forestry property right policy, logging policy, tax policy, financial subsidy policy, credit support policy, technology policy and so on.On the basis of analyzing the actuality and evaluating the policies, we set up policies for the development of Zhejiang province's non-public forestry.The contents of these policies policies are as follows:to set up a property right policy which makes perfecting the circulation of woodland'usufruct as the keystone ,to set up a tax policy which makes lessening the mangagers' tax burden as the aim,to set up a felling quota which makes guaranteeing mangagers' rights and benefits as the tente ,to set up a property structure policy which makes promoting the property's competitive ability as the target ,to set up a technology policy which improving the productivity of non-public forestry as the center ,to perfect the building of law and regulation which makes ensuring the healthy development of non-public forestry as the goal an so forth.
