Study On Object Selection Of Forestry Subsidy Policy And Its Effects From Forest Management Scale

Since the implementation of Collective Forest Right System started in 2003,forest contract management right has been established especially after distributing mountains to farmers.To a certain degree,it motivated farmers' enthusiasm for production,but also caused that forest ownership's dispersion and forest area fragmentation.From the beginning of the 1990 s,centralized forest resources and increasing returns to scale started emergence in some mountainous rural areas.Since 2009,the central government has launched a series of central government forestry subsidies,such as forest tending subsidies and afforestation subsidies in order to encourage farmers' enthusiasm.The objective of Forestry Subsidy policy is to promoting forestry management efficiency to achieve the forestry �double-increasing' target,but whether it balanced the interests between large-scale and ordinary farmers and whether the aim of the policy is achieved are all worth exploring.In this paper,based on the analysis of history and current situation of Zhejiang Forestry Subsidies,we combining using representative sampling and random sampling method to investigate the two cases---Jiande and Kaihua in Zhejiang province.We have collected 183 samples,which including part of the data in 2009 and more in 2015.Based on analyzing the impact factors of forest size on selected object in forestry subsidies and subsidies' impact on different forest management scale producers,I have drew some conclusions and put forward some sound proposals for forestry subsidies rationalization.The main course of the study and conclusions are as follows:(1)Using Logit model to study the impact of scale on the object selecting of the forestry subsidies.It turns out that their actual management forest area in the 1% significance level positively effecting whether he/she has the subsidies,that means the larger the forest management scale,the more likely to enjoy the subsidy policy.The larger the actual forest management,the more likely farmers obtain the forestry subsidies.Some local relevant departments in order to reduce supervision and transaction costs,they encourage large-scale farmer to participate in the implementation of forestry subsidies.(2)Using DDD model to research on the impact of scale on the implementation effectiveness of forestry subsidies.It has been demonstrated that to some extent,the "tendentious" of forestry subsidy policy's implementation has enhanced forestry production input,but its effect does not significant.The aim of the forest subsidies has some questions until now.(3)According to the conclusion,in order to complete the forestry subsidies mainly consider from its object selecting and effectiveness.From the forestry subsidy policy's object selecting: first,to establish special household subsidies and to innovate the related application pattern,to expand the benefits of the forest subsidies policy.Second,the related departments should combine with a variety of channels to improve farmers' awareness on the forest subsidy policy,mobilizing their enthusiasm to participate.From the forestry subsidy policy's effectiveness: first,the forestry subsidy standards should be moved to adapting the rising costs of managing forest.Second,strengthen monitoring mechanism of the project and improve the policy's implementation efficiency.
